SUBJECT:  Re:  Even in not agreeing with me on the Canal; you allow my Lewiston’s People’s Initiative on “NOT” to expect the CANAL; and, allowing the people of Lewiston to override your voted; action to go forward on the acquisition of the gift of the broken down moderately to be repaired 1.5 mile. CANAL from BROOKFIELD WHITE PINE of CANADA. And, remove from the TAXABLE properties of the City of Lewiston, Maine ?   How much / if any.

Thus, overriding the Lewiston, Maine City Administrator and the opinion of the Lewiston, Maine City Attorney; a Mr. EPSTEIN attorney at law; on retainer by the City of Lewiston, Maine on the validity of my Question to override the decision of the Lewiston City Council.

Mr. Barrett’s answer Line 1; indicates, as he states, “Leakage is not a major problem  Any, leakage from the sides  and bottom of the canal is a problem in a foundation as frost heaves and ice will increase the leakage in time period.

<p style="text-align:left;“>Regarding the issue of leakage discussed by Mr. Soule, analysis of the sides and bottom of the canal system indicate that leakage is not a major problem.  The City has rights to 15o cfs of flow at low river flow levels.

 * indicate Soule’s not in message interjections.

*What about high river flow levels.

* Since we ceased generation of power through Lewiston’s electrical generation plants at the Upper A. The  Canals have basically been receiving roughly 50 cfs of flow to maintain historic levels.  Even, if we did have significant leakage through the granite  bottom and sides of the canal, the 150 cfs provides more than ample water to maintain historic canal levels.

 * Some years ago,  a sinkhole developed in Lewiston’s Lisbon Street about Adams Avenue; I contend that the winter sinkhole was a prime result of the Canal leakage.  And, the City of Lewiston, Maine made the repair of damages to the thoroughfare at Lewiston Taxpayer’s expense.

* What is the amount of Taxes paid the City of Lewiston, Maine on the Canal and loss if acquisition of the Canal is acquired by the  Lewiston, Maine City Council ? * LENGTH OF CANAL…..1.5 MILES .

This agreement if followed through will tax out children of Lewiston, Maine for generations to come and could squander financial resources for year as well.  And, this just to appease the overly financially city aided Bates Mill development over other interest.
