Do not be, beguiled; by the blowing off of steam, by this individuals; Mrs. Craven; Margret Rotundo and friends.

She, speaks of meeting that she has attended; and, as I have attended a vast number of meeting on other issues.

I generally find; that, the only peoples whom know of the meeting; are, individual pushing their agenda and special interest.

Mr. JOHN DAVIS of Maine is, “RIGHT ON” as to making the assumption that this study (COST $500 THOUSAND); and, consideration of Passenger Rail Service is APPALLING.

With all that is leering in the dark; Lewiston and Auburn Consolidation, Governors; No income tax with uncertainty to municipalities impact and no State Revenue Sharing; leads me to opt, on the side of caution and no new Federalized / Maine subsidized Passenger Rail Service.

AMTRAK is heavily subsidized and losing money and so will the venture as to train to nowhere; scheme.

SO. PUT THAT IN YOUR BOILER’S AND STEAM ON IT.

If,  Miss D. Reed had attended the Lewiston City Council Meeting as I did; in regard to Bicycle Lane, she would have known that the Lewiston City Council; had agreed to take another look at the bicycle lane issue, in a year to re-evaluate the pro and cons of the Bicycle Lane..

For her to start a Peoples Initiative is wrongfully directed; as it will impede Lewiston’s Economic Development and job creation for no real purpose; but, to be intrusive and destructive.

I will also add; that, I am an advert summer bicycle rider at 62 years of age; and, in the past have not seen any real bicycle traffic on Inner City Lisbon Streets.   And, as the sidewalks; in the Inner City, are huge (10′ wide); “I ride on the sidewalk.”

THE STATE OF MAINE CONSTRUCTION OF LISBON STREET THIS PAST SUMMER;  WAS HALTED DO TO THIS MISSED PLACED NON NECESSARY;  Lewiston’s People’s Initiative.

So, when you are headed to the inner city portion of downtown inner Lisbon Street; you may realize that the new paved part of Lisbon Street; abruptly; stops at the beginning of the Bleachy-brick building on the right-hand side of Adams Avenue and this is caused by the Lewiston People’s Initiative started by Ms. D. Reed.

FINAL REPORT; AND, RECOMMENDATIONS OF THE LEWISTON, MAINE HOUSING AUTHORITIES, RESIDENT ADVISORY BOARD FOR YEAR..

The Lewiston, Maine Housing Authority, Resident Advisory Board met under the U. S. Department of Housing and Urban Development; Public Housing Agency; Annual Plan Section 511 of the United States Housing Act and Regulation’s in 24 CFR Part 903.

Item 1:  Acceptance of the meeting Minutes of 3/11/2015;  Accepted.

Mr. Adbullahi M. Abdulle was present to interpret for Arabic and Somali.

Chair of the Board, Mr. Charles Arthur Soule of the Lewiston, Maine Housing Authority; Resident Advisory Board was present as well as was; Mr. Adbullahi M. Abdulle, Mr. Thomas Mcdonald and Mr. Amer Abbood.

Topic of discussions of meeting are incorporated in this final report to the Lewiston Maine Housing Authority.

Suggestion and recommendation for the transference to the Public Housing Agency; under the Annual Plan Section 511 of the United States Housing Act and Regulation’s in 24 CFR Part 903; through the Lewiston, Maine Housing Authority from the Lewiston, Maine Housing Authority, Resident Advisory Board of 2015; are as follow.

1.  Application for Section 8; be in double-up languages and under each other; English and required nationality other languages.

2.  We, through a consensus; purpose that the State of Maine Housing Authority state wide system; be, allowed to be of a collective nature as to distribution of vouchers.  Example:  Lewiston, Auburn, Brunswick, Lisbon, Mechanic Falls or entire State of Maine; wide voucher in-turn-list participant program list and offer top of the list; candidates, option to move into other areas; if, location of voucher is desirable.  We also believe this to be an aid to facilitating full utilization of Section 8 Vouchers for the State of Maine residents and distribution of shared participants.

3.  Lewiston, Maine or State of Maine wide Section 8; Housing Authority be allowed to acquire Federal Community Development Block Grant monies through the City of Lewiston, Maine or participating communities for placement of cameras and fire extinguishers for Lewiston Housing Voucher Program participating landlord’s properties and other communities in common areas to insure tenants personal safety.   And, as common areas ( Laundry room, hallways, etc.) are deemed; where, no expectation of privacy is expected it is granted under law.

4.  Telephone access; by number for Lewiston Housing Authority; by language.  Example:  (Press (1) for Arabic; (2) for French; and-so-on.

5.  Recommendation; that, Maine State Housing Authority have to be published; as to instruction on operations of for fires, thermostatic apartment control operation, refrigerator operations and stove operation instructions.

6.  Lewiston Maine Housing Authority; allow, if so acceptable to property owner of Section 8 Voucher holder; a variety of wall color covering.  As Mr. Amer Abbood; put it for “Fung Shui”.

The Chairperson, Mr. Charles A. Soule’, wishes to commend; the effort of the encompassed member’s of the Lewiston, Maine Housing Authority; Resident Advisory Board and Lewiston Maine Housing Authority for their efforts on behalf of the larger Lewiston, Maine Housing Authority Community.

He would also notes, a special thanks to; Mr. Thomas Mc Donald and Mr. Amer Abbood for their input, “Well Done”.

With any Bates College backed Candidate entrance into the upcoming Lewiston, Maine mayoral election; and, as a Bates College Candidate they has already gathered themselves 1200 plus votes.

Bates College students are allow registration to vote in Lewiston, Maine’s elections; by, use of their Bates College Identification Card and a piece of mail addressed to them using the college address or off campus residence.

Not one ; Bates College Student, has to change their drivers license; or, student loans application; or, primary mailing address; or, Internet addresses (Facebook profiles, so.).

At last year’s 2014; Lewiston School Budget Validation Vote only 588 Lewiston, Maine resident’s cast a vote.  What, effect will candidate Mr. Chin have on the overriding Lewiston’s primary resident voters.

NOTE:

Bates College, Lewiston, Maine has in my lifetime removed a vast tract of land from the Lewiston Taxable properties’ (dorms) and increased Lewiston, Maine resident’s burden.

AS MAYOR OF LEWISTON, MAINE; I WILL STRIVE FOR:

As Mayor; of Lewiston, I will strive to improve; all’s life as if it were my mother’s.  Whom, by the way is 87 years young and will incorporate the needs of the younger individual of our community such as; good jobs, (Especially for those in their twenty’s, good and cost effect education with emphasis on individual talents, property tax stabilization relief and make Lewiston, Maine a rich and socially happy place to rear our community children and with the City of Lewiston having managerial overview of the Androscoggin Bank Colisee on Birch Street.  I would like to have 3 city suppers meeting at the Colisee with  generational music; to discuss your views as to directions you would like to see the city go in.

IN BUSINESS AREA:

IN THE BUSINESS AREA; I, WILL BE SEEKING TO REVIEW ALL LEWISTON, MAINE’S CITY CONTRACTS WITH JOB CREATION IN MIND.

I WILL WORK WITH THE STATE LEADER TO MAXIMIZE JOB CREATION; BY SEEING IF LARGE CONSTRUCTION PROJECTS CAN PUT AWAY SOME OF THE LARGE MACHINERY AND GIVE A PERSON A JOB TO FOSTER THEIR EGO; AS, RELIABLE, RESPONSIBLE BREAD WINNERS AND INCREASE COMMUNITY MONEY FLOW; BY NOT PAYING A “Big Machine”.

And, also; willing a look at paying Corporations 1/3 of that amount; that, is being expended on Lewiston General Assistance Recipient’s; if hired (negotiated time span length), by Companies that are doing the work for Lewiston City Invested in  work projects.  Thus, saving 2/3 of monies; due to companies hiring Lewiston General Assistance People’s and giving job training.

This function will be at Lewiston taxpayer’s expense and will consist of a meal, Lewiston political review and update’s and will end; with a generational dance where music will start off with my 87 year old mother’s era  “Big Band” music; then moving forward every hour as to the next generation; through to 11:00 – 1200 which will be, my music; “TECH NO” music.

ALL, WILL END AT 12:02 AM THE NEXT MORNING.

It is hard for me to fathom; that I have been addressing this chamber for approaching 30 years; and, some of you, have seen me; stutter ; stammer; get knocked down; gavelled; beat at the polls; and, then watch me come back; pick myself up; dust myself off and continue.

Well; here I go again; Who am I to speak? I am not overly educated. I am not over successful. I am a Veteran of a Military Police Action of the 1960’s – 1970’s; a citizen of Lewiston and Auburn; Maine; and, the United States of American.

According to some sources; there are; ten thousand of us baby boomers turning 62 years of age each day and I, will turn; sixty-two (62) years old on March 5.

An internal survey; by the Lewiston Redistricting committee given to the teachers of the Lewiston Teacher Faculty; as to which school option THEY would feel safest sending THERE child to. And, of thoughts participating; 68 % were in favor of Option “F”, of the four options under review and Option ” D “, none;  was 3 %.   Option ” F ” ; is build a new “Martel” neighborhood school in it existing district and renovate; Governor James B. Longley Neighborhood School in it district.

I would add, that; Governor James B. Longley School has sufficient property in the rear of the facility; for no property cost expectation; to you the taxpayer’s of Lewiston.

” VOTE NO ”  to the Lewiston’s Orwellian Mega size school.

LEWISTON CITY ADMINISTRATOR’S SALARY IN 2006 WAS $90 THOUSAND; TODAY, IT IS 118,000.00 (118 Thousand).

Problems are mounting for the Lewiston / Auburn, Maine Joint Committee on Consolidation. Area of frustration; are as follow:

1.  State of Maine; Statutory Regulation. (Schools)

2.  Legal Issues. (enumerate for public))

3.  Union Contractual Agreements.

4.  Identification of Assets. (Will items be overlooked)

5.  Cities retirement benefit plans differ.

6.  Shall students be placed on Cities boards?  I say no; as, undue influence maybe impressed upon the student to influence the rest of the student body to side on grownups problems.     I would rather see students become aware themselves.

7.  How to get to the Cities Ballot ; councilors appoint to the ballot or people initiative.

8.  Parking lot issues in Auburn.

9.  City Managers need to control CAPEX / BONDS over AUTHORITY of School Department.

10.  Implementation provisions.

11.  Community Learning and Outreach informative process; through meeting and invites. (Hire Public relations company to sell idea?)

12.  Social Media.

DOWNTOWN NEIGHBORHOOD ACTION (DNAC) COMMITTEE -2/25/2015 TOPIC’S.

a.  Update on Paradis Park; planning for dedication. Donation balance $4,312.76

b.  Expending remaining DOWNTOWN NEIGHBORHOOD ACTION fund’s.

c.  Discussion of potential revisions to  city of Lewiston’s ordinances / proposed parking.

d.  Update / discussion of (DNAC) “unfinished business.”

e.  The (DNAC) Community Development Block Grant account currently has a balance of $24,714.05 as of 1/28/2015.

f.   The DOWNTOWN NEIGHBORHOOD ACTION COMMITTEE term was extended through June 2015 at the 12/16/15 Lewiston City Council Meeting?

g.  Kennedy Park water fountain will cost about $8200.00 to install.

h.  Stairs to Paradis Park cost $30,000.00 – 35,000.00.

I.  Benches from Walnut Street Project will be relocated to Paradis Park.

j.  Curb at Paradis Park will be reshaped and paved.

Governors LePage, Income Tax purposed; will only shift the income taxes to the car registration licensing fee’s / waste water run-off fee / property taxes / sale tax and soda bottle return fee of the State of Maine Taxpayer.  Lets not get suckered; into, GAMBLING TO BALANCE THE NEW Maine State Budget just to get rid of the MAINE STATE INCOME TAX.. (keno?)

( MAINE AS A WHOLE, is troubling; AS WE ARE MOVING FROM A SERVICE BASED ECONOMY TO A DATA BASED ECONOMY. )

a.  Maine personal Income; nationally, ranks 35 of the 50 states and; which was the same in 2005.

b.  Maine’s Gross State Product; will grow faster than New England’s on average in 2015.

c.  Employment; the number of jobs held by Maine people in all; will increase slightly in 2015. d.  Multiple Job Holdings; will increase in 2015; moderately.

d.  Household Debt; will increase, as new income changes will frighten the markets and interest rates will increase; experientially.

e.  Job that Pay a Livable Wage will decrease as expectation of New Maine Income Tax Plan approaches and facts are learned. e.  Local Municipalities Burden will increase due in part to Maine shifting to no Income tax and hidden cost become apparent.

OLDER RESIDENTS AND RETIRED; put your seat belts on !

The shifting too no Maine Income Tax will; devastate you budgets as Municipalities anticipate a cut in Maine Revenue Sharing; and, Municipalities discover hidden cost of doing city business changes over (forms . etc.).

Then, there will be the increase in fees associated with home ownership, auto registration, sale taxes, and property taxes.

TRAIN SERVICE TO LEWISTON AND AUBURN; “give me a break”, “NO” Unless at Federal and State taxpayer’s expense and not just Lewiston, Maine Tax Payer’s.

1.  Upgrade that, which you already have, and avoid; “NO” rider trains that need subsiding; and, that will only add to your “TAX BURDEN”!

NON PROFITS:  Survey of people agree with the notion that taking a look at the ” Taxation “; of some of the Not for Profits Organization.

Example; Bates College in Lewiston, Maine has been removing once taxable property by the City of Lewiston; to, the none taxable Lewiston, Maine side.  But, by doing this some of this properties are being turned into Dorms; for students to reside in. It is my contention that his “Dorm” property should be taxed; as, it is included in the student tuition as rent or domicile.

LEWISTON HOUSING AUTHORITY; Resident Advisory Board; DISSEMINATION.

It has been of like mind; by the Lewiston Housing Authority, Resident Advisory board ( Chairperson-Mr. Charles A. Soule ) of the Lewiston Housing Authority;  that the Section 8 Voucher request recipients; be placed in a Maine State Housing in line Data Bank and participants be allow first come; first available Section 8 Voucher (s) for the entire Municipalities throughout the entire state. And, that these participants be allow to except or decline acceptance of Section 8 Voucher through out the State of Maine; without interference with their place in, in line data bank of the Maine State Housing Authority line; if they decline.
